Representative Tom Taylor, (R), is sponsoring HB 291. San Juan County is very close to exceeding the federal limit on ground level ozone set by the Environmental Protection Agency (EPA). Ground level ozone is a form of air pollution that is shown to decrease lung function, cause respiratory problems, increase the incidence of asthma attacks, and makes people more susceptible to allergens that cause asthma. The sources for ozone include emissions from power plants, oil and gas facilities such as compressor stations, cars and industrial boilers. San Juan County and the cities of Farmington, Bloomfield, and Aztec signed an Early Action Compact with the EPA to address high levels of ozone in the area. By signing the Early Action Compact, these communities agreed to participate in a process with the EPA, the New Mexico Environment Department and other stakeholders to develop local controls that are intended to reduce ozone levels before northwest New Mexico exceeds EPA's mandated limit.
Implications of the bill - There is approximately $200,000 available in federal funds from the EPA to support San Juan County's Early Action Compact, if the state of New Mexico can match these funds with a $200,000 appropriation to our state Environment Department. These funds will support the inventory and modeling necessary to determine effective methods of reducing ozone in northwest New Mexico by 2005. This appropriation wisely leverages federal monies to clean up our air, protect the health of San Juan County area residents, and allow for local decision making in this process!
